• Assessment of Implementation Status list of deployed sites, users, points of contact, etc.
• Conduct User Interviews to determine known or existing issues with current deployment of DMS
• Technical Assessment of DMS application including the creation of an inventory of all screens, tables, procedures, and reverse engineered technical specs if necessary
• Gap analysis between current vendor support staff and client skill sets across the organization (e.g. call center, training, development, test)
• Development of a plan for knowledge transition from current vendor to staff
• Responsible for working with City stakeholders as necessary to define and document vendor responsibilities during a phased transition to self sufficiency
• Provide progress reports, escalate risks and major issues to senior management
• Manage a small team of consultants and staff to execute tasks above
• Work with the tech staff to define and document a longer term technical direction for the DMS application This job is located in New York, NY for a duration of 18 months at 35 hours per week.

• MBA or advanced degree in Finance or Management Information Systems (required)
• Must have strong Microsoft Office experience (Excel, MS Access, Word, etc) and be able to author and package design deliverables
• At least 10 years of full SDLC implementations of a multi-tiered applications as a manager will increasing levels
• At least 5 years of experience with fixed income/debt/bond trading or management applications.
• Strong interpersonal skills with ability to facilitate meeting discussions, broker issue resolutions, and articulate decision points
• Strong oral and written communication skills as necessary for the authoring of key deliverables and interaction with senior management
• Able to scope, plan, and manage a design team through the analysis and design of a multi-tiered solution
